The core idea
In regulated autonomy, “policy exists” is not evidence. Institutions need proof that authority was bounded at the moment an action produced an effect—and a defensible trail showing how authority was issued, constrained, and consumed.
What gets recorded
Each authority event is deterministically recorded when warrants are issued and consumed at execution—creating an auditable provenance trail aligned to high-stakes oversight expectations.
How does this fit with existing controls
Identity/IAM governs entry. GRC documents policy. RBC adds execution-bound enforcement and evidence. They are complementary, but GRC without runtime containment becomes governance theatre for agentic systems.
