Public Safety
Action-time authority for systems that coordinate real-world response—where unbounded autonomy becomes operational risk.
The Autonomous Act
A decision-support system becomes a delegated actor: it initiates dispatch workflows, reallocates resources, or triggers cross-agency requests under time pressure.
The Liability Gap
Identity and policy controls govern entry, not action. Effects can propagate without action-time containment; in high-consequence settings, “after-the-fact review” is not sufficient.
The Secours Solution
At the moment an autonomous system attempts to produce an external effect, the action is intercepted in-path. RBC issues a single-use, context-bound warrant that must be consumed to execute; invalid actions fail closed; authority events are recorded deterministically.
